[jQuery] Can jQuery implement the image popup tips function?

[nkw]

I have an array of thumbnails. I want a popup tips with some text and
a image shown when mouse over each thumbnail. Different thumbnails
will have different tip content.

Can jQuery do this? or need other framework?
