For some reason it doesn't like the page being in quirks mode. Can
you put it in standards mode? All you need to do is add a system
identifier, so instead of this ...
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">
you would have this ...
<!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
"http://www.w3.org/TR/html4/loose.dtd">
that should do the trick. Let me know how that goes for you.
