FYI, this is still a bug in 1.1.3.1. I've updated the ticket but figured mentioning it and the fix from the original filer may save someone hours of headache (like I have now...).
If you're having problems with document.ready firing too early in IE, the fix in the bug report works. http://dev.jquery.com/ticket/1320
