It now works - but it works because I'm now testing with dblclick instead of
click. dblclick works perfectly, click still doesn't (try your demo page using
click instead if you're interested). I assume this is because of the slight
additional time required for dblclick.
So the verdict? You cannot work out what <option>s are selected in the click
events for a <select> on IE6 without using a timer and callbacks.

Here's a working example (that works in IE6) that I threw together in a few
minutes:

You could use the basic idea and make it a jQuery plug-in to make it easier
to use.
