They are created in any mode if there is no value for
DistributedConfig.OFFSET_STORAGE_TOPIC_CONFIG

Yes, in general, users always had the power to override the name of these
topics and if the topic name didn't match the `isInternalTopic` policy it will
replicate anyway. The main problem am seeing is preventing the unintentional
replication of these topics for users who use default names for these topics
for example`mm2-offsets.{source}.internal` and setup diff value for the
separator.
