Thanks for the ticket and the PR [~sekikn]!
I believe, that we need a KIP for this, because adding new tools is considered
a public API change. \cc [~guozhang], [~bbejeck] WDYT? Would it be ok to skip a
KIP for this? On the other hand, doing a KIP would be rather straight forward,
so maybe not too much additional burden?
