The __remote_log_metadata topic will accumulates remote log metadata messages
indefinitely and will increase the broker restart and topic partition
leadership change time. The KIP-1266 aims to add another compacted topic for
the broker to build the remote metadata state from, to limit the number of
remote log metadata messages to non-expired log segments.
