Currently, the {{kafka-reassign-partitions.sh}} tool with the {{--generate}}
flag strictly adheres to the existing replication factor (RF) of the topics. It
does not provide an option to modify the RF during the assignment generation
process. This limitation prevents users from easily changing the replication
factor of a topic
