The simple improvement is to modify TxnOffsetCommitHandler in
TransactionManager.java. When receiving CONCURRENT_TRANSACTIONS, override the
default retryBackoffMs with a smaller fixed value (e.g., 20ms) to expedite
retries, similar to the existing logic in AddPartitionsToTxnHandler
