Hi [~kulagaivan] usually Jiras that need KIPs (Kafka Improvement proposal)
don't get assigned util the proposal is approved. And usually it is assigned to
the author of the KIP if the KIP is small/medium which this one is.
I have assigned the jira for myself to reduce confusions in the future
