Review Comment:
   I am not sure reliance on start-up clean-up is satisfying enough because 
there is no guarantee the file system hasn't be saturated when the broker 
restarts and that any clean-up operation will succeed. Also, it does not 
address the risk (albeit minor) of the unbounded queue.
