This commit adds support to store the SCRAM credentials in a cluster with KRaft quorum servers and no ZK cluster backing the metadata. This commit does not include changes to allow bootstrap of a KRaft cluster with brokers using SCRAM at bootstrap time. The bootstrap support will come with a separate KIP and commit.
