Review Comment:
Regarding the need of bookkeeping suspended tasks, I thought it trough and I
think we still need it for revoked active tasks in the state updater that have
been already restored or that will be restored between the calls to
`handleRevocation()` and `handleAssignment()`. I will updater this PR and we
can then further discuss this matter.
