Should we maybe consider two use cases for downloads? Users are one, and they 
should probably be properly mirroring if needed. We shouldn't support them 
repeatedly downloading indefinitely.

What is the reliable path for projects that need downloads internally just for 
their own testing? For example, because we didn't get reliable downloads for 
our system tests (which need reliable downloads for installation of old 
versions so we can do compatibility testing), we ended up moving to externally 
contributed hosting. The time frame we're covering currently is pretty close to 
what I'd consider the bare minimum -- we test against Kafka 0.8.2.2, but 
0.9.0.0 is the next most recent version and is *barely* under 2 years old. 
Given current standards around LTS releases, I don't think we could do anything 
less than 2 years of releases. (To that point, the fact that both 0.9.0.0 and 
0.9.0.1 are removed seems like a mistake to me -- they are recent enough that 
we should still be hosting at least 0.9.0.1.)
