I can't offer an explanation or even a solution but we too had that problem of Jenkins restarting. As consequence I downgraded from Jenkins 2.332.3. It may have been rather a problem with Java 11 but I don't remember exactly. Currently we're using Jenkins version 2.319.3 (on Ubuntu) with openJDK 8 and that is stable.
