For what it's worth, removing the Simple Theme plugin resolved our problem.

Yes, I am aware of the various questions to similar issues, but
I’m not
using OpenID, nor a proxy.
Jenkins security is configured to Active Directory, which appears to
work. The setting “Require TLS” doesn’t make a difference.
This is Jenkins 2.319.2. All installed plugins are up-to-date.
I’ve tried to play around with extended logging, but since I don’t
know
what I’m looking for, I’ve had little luck.
What could I look for?
