Do you have a specific use case that is harmed by the downtime of 
archives.jenkins-ci.org?  In general, the current content of that machine 
is mirrored in at least 6 different locations around the world as shown 
by https://get.jenkins.io/war/2.271/jenkins.war?mirrorlist
