I don’t think that there is currently a built-in way to configure the matrix 
directive in a Declarative Pipeline so that its cells do not run in parallel. 
You might be able to get the behavior you want using Lockable Resources plugin 
<https://plugins.jenkins.io/lockable-resources/> by acquiring a lock specific 
to the current build inside of a stage in the matrix.
