It has been reported as https://issues.jenkins-ci.org/browse/JENKINS-49757 and as https://issues.jenkins-ci.org/browse/JENKINS-56404 . There is a Google Summer of Code project idea that proposes to fix that by reducing it so that it only calls fetch once.
