to be cleaner and use pipeline code only to define the pipeline not to make 
your build process, in any case, you can use script blocks on Declarative 
pipeline by using the script step (

functions or by using shared libraries (
https://jenkins.io/doc/book/pipeline/shared-libraries/).
about the buildingTag, you can use the when statement
