Docker in docker is one of the things that the blueocean image includes. That Docker in docker support is used to make the tutorials on jenkins.io deeper and more valuable to those using the image to learn more about Jenkins. I've understood that there are security risks associated with running docker in docker. I have preferred to use the jenkinsci/jenkins image as the basis for my work, then I add the plugins I want (including Blue Ocean).
