I installed Jenkins 2.170, created a Freestyle job, and ran the job multiple times. It used sequential build numbers as I expected. Builds 1, 2, 3, 4, 5, ....
I would be surprised if that were related to Jenkins 2.170. If you can duplicate the problem, please submit a bug report so that it can be fixed.
