Are you sure that you've installed the same plugins on the 2.138.4 installation as you had on the 2.73.1 installation?
Have you placed all the files from the 2.73.1 JENKINS_HOME in the 2.138.4 JENKINS_HOME? Have you read the Jenkins log from the 2.138.4 installation as it starts, in case there are helpful suggestions in the log?
