Check your plugins are updated, at least the github-pullrequest: 0.1.0-rc29, it isn't, you didn't provide too much data to help you more. It should be more exceptions in the logs the interesting ones are the first ones, the nearest to start.
I guess you upgrade from 2.121.2 (not 2.1.21.2) to 2.150.3 Did you check the release notes (https://jenkins.io/changelog-stable/) before the upgrade? Did you test the upgrade on a development environment? Did you make a backup before the upgrade? Which JDK do you use? Do you run Jenkins in tomcat or another servlet container? Did you change anything else in the instance? How did you make the upgrade (war, rpm,...)?
