When I downloaded structs-1.7.hpi from the Jenkins artifact repository, it was 50 KB, not 38 KB.
Are you using the Plugin Manager to download the plugins, or trying to do the work of downloading the plugins yourself? The Jenkins user interface is the best choice to download plugins, since it will download the requested plugin and all its dependencies.
