I think it is more common to upload status reports for GitHub pull requests as comments on the pull request, rather than uploading the report file as a commit. If you're willing to try that technique, then you might consider the Violation Comments to GitHub plugin <https://github.com/jenkinsci/violation-comments-to-github-plugin>.
If your job is modifying files that need to be committed and pushed, then the git publisher (inside the git plugin) may be able to help.
