Hi,

for me that whole throttling (with the throttling plugin based on params or 
categories) is over complicated 
Why is there no simple option that you can configure specifically for one 
project (and other projects have no idea that that is happening, no need to 
configure those)

lets say i have 10 projects, which you can divide in 2 groups 5 by 5

first group can concurrently build no matter what (or there are there 
 already a few cases that one should wait for another)

the second group can't concurrently build but also shouldn't build if 1 of 
the first group is being build

I can do some with categories or with params but that is quite a bit of work

I am always wondering why isn't there a very simple option:

Throttle builds:

 Dont build when one of these projects are build: 

and there i can just add a number of projects

This way i can really granular completely configure all builds

I don't want to see these are upstream or down stream builds because that 
you only seem to be doing if that is triggered like that

Also this you can configure one project without the need to really change 
the other (the other has no idea)
