You'll need to provide much more detail before effective help can be
given.  For example, answers to the following questions will probably be
needed:

   1. Which SCM system are you using?
   2. What include regions have you defined?
   3. What changes did you make which caused a build to be launched that
   you think should not be launched?
   4. Are you using commit hooks (or web hooks)?
   5. If using commit hooks or web hooks, are you passing the identifier of
   the commit (in git, the SHA1)?
   6. Have you found any cases where include regions work as you expect?
