As a followup - anonymous cloning works as expected with the following 
environment:

CentOS 6.7 64 bit

Tomcat 7.0.69 (ASF)
JRE 1.7.0_80 (Oracle - sigh)

Apache HTTPD 2.2.15-47
mod_jk 1.2.41 (ASF)

git 1.7.1

Jenkins 1.656
Scriptler 2.9

So I'm missing something in my upgrade from 1.656 to 2.x?
