The built plugin (.jpi / .hpi) already has its dependencies bundled
within it. Every plugin has a symlink to the latest version. This
seems like a pretty straightforward web crawler walk, downloading only
the /latest/ linkage from
http://updates.jenkins-ci.org/download/plugins/
