I was wondering if there was a plugin or a way to have a job that is 
executing and triggering sub jobs to use the current job executor. In some 
cases I have some jobs that are really just dummy jobs (for simplification 
and permission issues) that just trigger other jobs. In cases of high loads 
it's possible that this job triggers another job that has no free slot and 
waits. 

If there is no current way to do this, I guess the question is
1) Is it possible through the plugin API to achieve such a feat.
2) How difficult of a code change would it be to Jenkins core and/or 
writing a plugin to do this.
