Look at the Job DSL Plugin. If all these jobs can be started at the same time (even if they have to queue up for lack of executors), I would have a job connected to that git repository and set on a schedule. The job would read all the files into some data structure, then use Build Flow or Job DSL to loop through all the files and kick off a job for each one.
