Run the following in Script Console and report the output:

        println Jenkins.instance.rootUrlFromRequest
        println JenkinsLocationConfiguration.get().url
        println
org.kohsuke.stapler.Stapler.currentRequest.getHeader('X-Forwarded-Host')
        println
org.kohsuke.stapler.Stapler.currentRequest.getHeader('X-Forwarded-Port')

Are you accessing Jenkins through a reverse proxy?
