First, you can always setup ssh on Windows using CygWin <https://www.cygwin.com/install.html>
I'm confused on the rest of your problem as I don't understand how your system is set up. How are you connecting your windows nodes now? Is "anonymous" a user on the jenkins server or on your windows node?
