If you were using the git plugin, and if you had not configured the
location of the git executable, it might report a message like that (or one
of many different messages).

If you were using the git plugin, and if you had added the behavior to
"Force polling using workspace", that might indicate your workspace can't
be created.

If you were using another SCM plugin, it might report that message for a
completely unrelated reason.

If you provide more context with your question, you may get better help.
