Same for me here in Germany. I am having connection problems since 2 or 3 days. Updating Jenkins or plugins keeps failing all the time because the connection times out. Also, accessing http://jenkins-ci.org in the browser is pretty slow. Sometimes it takes minutes until the content is loaded completely!
