Based on an issue filed by Matthew Kruer ( https://issues.jenkins-ci.org/browse/JENKINS-21362) I developed a new plugin that allows a Jenkins admin to create a template with the normal configuration options that go into a project for email-ext. I released it in beta this morning, so you can get it from the beta channel of the release center. Please poke holes in it and file issues so I can get it to a good state before releasing the first official version.
