Is there anyway to get the root from a perforce workspace so that %WORKSPACE% in the windows batch command maps to it, as when you set it not to allow jenkins to create a workspace there's no way to tell where your source actually is. At the moment %WORKSPACE% is currently mapped to jenkins_install_dir/workspaces/project_name.
