I spoke with Tyler on IRC. I've got to get back to him when he's less busy. One of the interests in setting up a public mirror is to have a near release source. Unfortunately, the current implementation of the update-center blocks this, as the client is redirect to http://mirrors.jenkins-ci.org/updates/ anyway. This has been mentioned several times on this list (see https://groups.google.com/forum/#!searchin/jenkinsci-users/mirror/jenkinsci-users/7KZjyWRT-VM/0UFgpGwR4NIJ for instance).
