I don't think that you can do what you're trying to do.

When you run in standalone mode, you are using the Winstone server 
(winstone.sourceforge.net) as your servlet container.  Winstone doesn't appear 
to do any authentication for you (it's minimalist).  If you set the 'delegate 
to servlet container' option for authentication while you're in 
standalone/Winstone mode, you're delegating to no policy at all.
