What you want to do is create an alternative implementation of the View extension point. You can do that from a plugin and then create a new view at the root level of jenkins. Once you have such a view you can then change the default view of your root to be your newly created view.
See any of the dashboard plugins for examples of how to do this. Views will need some page content... this means writing that in either jelly or groovy... the groovy syntax is claimed to be easier to use with IDE autocompletion, but you are one step further away from the raw HTML generation, so it can be more difficult to control the exact HTML that gets generated.
