You're going to need an external monitoring tool. Pretty much by definition, Jenkins can't tell you when it's hung or down. I do know that there is a plugin that reports to Java Melody. For any other tool, you may want to create a scheduled job in Jenkins that sends a message to the tool, and have the tool respond to not getting the expected messages.
