I did this 4 years ago. A lot has likely changed since then but the only help I 
can offer at this time is to repost what I did then. I have not used it in a 
long time...
I found that with the Promotion plugin I could not do it but for the Promoted 
Builds Simple Plugin it can be done.  You just need to type in the following 
url but you replace:   my-hudson with the url you you hudson install    MyJob 
with the name of your job   {build#} with the build number you wish to make 
promotable 
http://my-hudson/job/MyJob/{build#}/parent/parent/plugin/promoted-builds-simple/makePromotable
 Once I had done the above with a build I wanted to mark promotable I could 
then go to the job and change its promotion level. The caveat is that unlike 
the main promotion build plugin which has that link the simple version does not 
- all you get is an icon next to the build which was good enough for my needs. 
Unfortunately the two plugins both have their drawbacks so you need to choose 
the one you can put up with the most. There is no automated way I know of to 
promote old builds with the non simple version but maybe with a some work you 
could do it maually but it looks difficult. Also for some reason I found with 
the non simple plugin you had to be an admin user to manually promote builds 
and it did not seem to support different levels of promotion through an icon 
and you had to dig right down to change it manually unlike the simple way the 
simple plugin does it :) Now if we could combine the simple plugin with the non 
simple one we would be sorted :)
