Are you talking about archiving the artifacts as a post build action?  How do I 
retrieve the published artifact from the previous job.  Do I have to code this 
myself, is there a check box?  Basically I'm looking to save information about 
the job as a series of name/value pairs so a subsequent run can read those 
values process accordingly.

Yes, I suggest you use build artifacts.
