It's actually called Parameterized Trigger 
Plugin<https://wiki.jenkins-ci.org/display/JENKINS/Parameterized+Trigger+Plugin>
 not trigger parameterized builds.  If you can't see it then I don't know what 
to say, it should be there.  I already have it installed so I can't test if it 
is there or not.

Example:
Build a VPC, Subnet, etc.
Then pass the VPC, Subnet IDs in to the build frontend web server CF template 
so they are created in the new Subnet and VPC.
