Check your Perforce Plugin Version. Version 1.3.13 (I think) had a bug associated with non-submitted changes list that could cause Perforce plugin to stop polling.

We use Mercurial and Perforce in the same project. But the problem mostly occurs on Perforce. In my case, I thought it was because of the unstable network in studio. Once the connection between master and Perforce server broke, it would highly block the polling. The log would be incomplete and the job wouldn't restart to poll. I have to stop the jenkins, delete the polling log and restart it manually. I'm not sure if your problem is caused by the same reason.
