Hi, one possibility would be, to use Jenkins "Project-based Matrix Authorization Strategy" - (@ Enable Security - Manage Jenkins Page) Have you tried this ?
So, you can assign in the Projects which user has access to which Views. (If i got your question correctly) But, this also includes, that you have to configure all Projects, and edit every Project.
