Hello everyone,

does anybody know a solution for this problem? Or could at least point me to the issue if there is a bugreport or something anywhere.

I think we have a similar situation here:
- Windows XP 64
- Jenkins running as a system service with special user
- This user is logged in (this is necessary so we could use the cuda context)
- with all jenkins versions in the last year

When we try to restart the page "is restarting" remains until we restart manually (same behavior as described by Kent).

    If I am correct, there is a known issue here. You need to restart it
    manually
