Look at the section "If the plugin is already configured" at
https://wiki.jenkins-ci.org/display/JENKINS/WebLogic+Deployer+Plugin

I never used the plugin, but the Deployment policy might be why it disabled
the execution of your plugin. Your job seems to have been triggered
manually and the policy is to execute the deployment only when triggered by
a SCM trigger. You might want to select the "Not specified" (or seomething
similar) option as the policy if you want it to be executed everytime, at
least that's the wiki page seems to be saying.
