Conditional build step plugin is perfect. I just need a way to skip things once in awhile.

You are aware that the Conditional Build Step Plugin has the conditions "Always" and "Never" are you? If you can handle a drop-down rather than a checkbox, then those conditions will allow you to simply enable and disable the step.
